Why are people so against Rotom being considered a legendary pokemon? Pokemon handbooks even state that he is legendary

Deoxys is still a Mythical, it's still a Fateful Encounter like an event one in ORAS, it just didn't wasn't in the Mythical distro this last year because it was already "distributed" worldwide this generation like the Kalos Mythicals
