A couple of problems.
1, This strat fails against an opponent with odd HP, or Lefties, Black Sludge, or Sitrus Berry.
2, Nature's Madness does not have perfect accuracy
3, You will probably deal just as much damage if you hit them with Surf twice, and Surf will probably score a few OHKOs Brine wouldn't.

I've seen something similar before. It was a Huntail with Super Fang and Brine.
It was good, but can be shut down easily by Leftovers.
