That said, Type:Null's overall power didn't really go up when it became Silvally, so it would still be considered a by and large failed experiment, and they were already under fire for other shit, so probably didn't want to start new experiments.

There's also sections of it that were rendered and coded to have people walking on it, but a lot of it is incomplete. Tack on Khalil being the daughter of the hotel's owner and being a golf enthusiast AND a Flying specialist, and it's one of the core pieces of evidence that anons cite when they talk about the game being rushed.
