I'm sorry I can't see where there's supposed to be any sort of character development worthy of admiration. Children stories have characters with more development than this. There's nothing here but a brief glimpse of some person.
Also there's millions of cutscenes, but there's also millions of characters. Her whole dialouge in the game could probably fit onto a single page.
Anything else you're getting out of this character is purely head cannon. There's nothing to her, along with every other character in the series. Pokemon isn't remotely known for it's writing, get over it and fap to the pretty pictures like everybody else.
