Rock's fine, really. It's one of the best offensive type in the game and actually has a few resists, unlike Ice. All it really needs is more powerful moves with good accuracy, and maybe be neutral to ground.

Resists Rock and Bug.
Neutral to Steel and Ground.
Increases the base accuracy of Rock moves used by 25. Stone Edge gets nerfed to 50 Base Acc because I'm evil.
Immune to Stealth Rocks.
New rock move that eats hazards to restore HP.

Rock-type is already viable. The problem is that the Pokemon have bad stat spreads. Just make more offensive Rock-types (see: Tyranitar, Terrakion) and the type is fine.
