We could've had our first Fire/Fairy and second Ghost/Fairy, rather than 3rd Grass/Fairy and 3rd Water/Fairy.

Grassy Terrain would still fit Fire/Fairy since Fire-types often get Grass coverage (and the EQ neutrality would be great). Plus Bulu is found in a desert.
Ghost/Fairy still fits Fini's mist theme, and the Japanese text ties her ruins to the underworld.

Their tapu's fucking hate them. Theres no relation. I'm honestly surprised they don't use pokemon that can wreck the tapus as a way of keeping them in check.

That would require a complete redesign of those forms, though. Bulu and Fini could plausibly pass for Fire and Ghost with their current designs and lore.
