So what exactly was the endgame of this?

They clearly never had any intention of adding the Batrle Frontier as DLC or to any future game, so what did they hope to achieve by adding references to the Pike Queen and Scott and saying it was being built soon.

Was this a deliberate attempt to piss of Emerald fans? I can't really see it any other way.
