Imagine a thing that almost never dies and in top of that has a toxic that never misses because poison type AND can poison anything regardless of type, so even if it doesn't set toxic spikes up, which it still could if it sees an electric type somewhere, it can probably toxic more than half your team by itself.
Pair it with merciless salazzle with nasty plot, venoshock always doubling in power and criting, flamethrower always criting, etc.
Even then I would bet people would run regenerator in toxapex anyways.

One thing is asking for literally all pokemon being OU, which would be a clusterfuck, but there's literally no reason for a pokemon to exist just to be outclassed by literally everything else out there. Little things like adding a bit of speed, giving a certain move or ability (look at fucking pelipper now) can make shitmons into okaymons, and that should always be a good thing.
Is not about being countered by something better, it is about having at least a chance to begin with. What is team building for otherwise?
