Levels show the "raw" progression of the team, just see Barry. He change several mons according your starter, so he's stronger or weaker according to your choice, but canonically he's not stronger, all versions of Barry are equal as you can see in his level. If Barry's average is less than Hugh's, why would believe he's not weaker than Hugh?
