it makes more sense if you say 'nothing Evil about that.' the Japanese name for the Dark type actually better translates as Evil, which explains why some "Dark" Pokemon aren't given the typing

although there are still some weird ones. Absol doesn't strike me as Evil whatsoever

Maybe what it should do is actually help with emergency preparation rather than showing up to tell people that they're fucked. It wouldn't be associated with disasters if it did more than just be the bearer of bad news. Just telling people and disappearing only causes chaos.
