There isn't a reason for its mouth being made of steel, other than word of god says so. It doesn't look like steel at all. There's no lore behind it being steel. They just....say so. If the pokédex didn't go out of its way to mention it, no one would have thought it was a fitting type.
I'm not even concerned with it being Steel. I'm just so confused as to why it's not DARK. Everything from its personality and behavior, design, even movepool and the fact that you always find it in caves, scream Dark type.
