Underground was too integral of a feature for them to redo it as a shit Festival Plaza. If anything it'll be updated with a wider array of items to mine and Passerby Secret Bases.

I'm sure everyone who ever bothered making a secret base there has a favorite spot. I really liked this one because my friend's base was near and I'd simply steal flags from him while he coulnd't even get mine because I littered both sides with traps and only I knew how to get through. Spent hours trying to find fossils as well. It was a nice waste of time.

You played with friends in the underground, and interacted with vendors. Both of which are things that the Festival Plaza does.

You also accessed the underground through warping with an item, much like you access the plaza via warping from the pause menu.
