Dugtrio is a much bigger downgrade, it takes it from OU to PU shitmon. Raticate is and will always be a shitmon, so it's largely irrelevant anyway

it's sand veil. which normal dugtrio already could have.

steel stab is practically worthless and tangling hair is a useless ability because dugtrio at his massive 35 base hp isn't going to be surviving very many hits to begin with.

steel's not bad if you rock sand force, which is alodugtrio's thing, a fast sand force powerhouse
it's not a downgrade because it has an entirely different role in being a sand sweeper, and it's a pretty fucking good one at that.

If GF was able to make Diggersby useful, then they could have done the same for Raticate. They simply didn't want to.
