Gen 1 objectively has the best monster designs.
I say this because of how much of a success they were and still are. The overall goal of Pokemon, obviously, was to sell merchandise. And the combination of simple yet specific and iconic design made the gen 1 Pokemon have the most mass appeal. They STILL sell shirts with Pikachu and the starters on them today. They can be sold to west without been seen as weird and too Japan-y.
Gen 1 doesn't have to be your favorite, but you can't argue that the Pokemon from gen 1 did their job better than any other gen. If the Sun and Moon Pokemon were gen 1, do you really think Pokemon would have taken off? I doubt it. Pretty much every gen 1 Pokemon is marketable and likable to the general public. Can you imagine Tsareena being gen 1 and sold on shirts, as a toy, etc? All the waifushit of the modern gens would be a huge turn off to the western audience.
