Because Pokemon is a monster battling game, which is a specific subgenre of RPG with its own priorities. The biggest staple of the subgenre, outside of the obvious "monster collecting" thing, is that the game's mechanics are built with an emphasis on multiplayer mode. The "multiple enemies at once" just isn't something you'd see in multiplayer, so they don't bother programming mechanics for it (as can be seen in the half-assed hoarde battles).
