Any of the post-game Johto mons were unencountered, but I did have the strategy guide as a kid, so I knew where they all were. I even did a run with Houndoom thanks to trading a Houndour over.
So many of the Johto mons are never used by trainers though. Even Politoed and Scizor are never seen unless you obtain one yourself. Same with Larvitar's entire line, Misdreavus, and Porygon2. Such a flaw.
