Note that this is the same category that all previous gen's legendaries that are allowed in battle facilities fall in. So yes, Null/Sylvally, the UBs and Tapus are technically legendaries.

It's a sub-legendary. It the green-background in the Pokedex which specifies said classification, same as UBs and Tapus.

Well I agree it is a legendary, but the 3IV is actually just for any pokemon that can't breed. Wild Azurill in XY also had 3IV.

Upon further investigation, only Pokemon in the "undiscovered" egg group get 3IVs. This is Pokemon that cannot breed their own kind. Manaphy is the only non-undiscovered egg group Pokemon that will receive 3IVs when gotten from an event.
It also seems that baby Pokemon only got this 3IV boost in XY, and that it was removed in ORAS.
