Does conversion consider the typing HP has turned into? Because if you could convert into Electric via Hidden Power and then make Shadinja hold an air ballon you've become immune to any damaging move

Yeah that's what I was thinking. I think it works.
You'd only have to watch out for Toxic, Will-O-Wisp, Leech Seed, Sandstorm/Hail and entry hazards.

Wonder Guard should be changed to make the user immune to indirect damage, though.

How is this a widespread opinion?
I won't talk about gen7 because I haven't played it a lot but Shedinja had a niche in gen6, it got people to the top of the ladder both in UU and OU because of how good of a pivot it becomes with dedicated support IE : magic bounce/BP/ditto.

Buffing the ability just takes away the need for support.

Surf was often and widely used over Hpump before the introduction of scald.
Even today, surf is way more common than H-pump on Lele.

Honestly the bigger deal here would just be it getting Fire coverage. If Grass was allowed to learn Fire moves the way ever Fire type learns Grass moves the type would be so much more usable.

Also yes, but not on a fast and frail wall breaker. Hydro is much more desirable there. Same with Focus Blast vs Aura Sphere. Sweeping Lucario prefers FB for example

Aura Sphere literally always hits.
Focus Blast in 70% accurate and that is famously low.
