Back then:
1)Release date of December 25th, you know, when everyone was trying out their new toys online, which put a lot of stress on the servers. I remember people had just bought their WiiU/Zelda WWHD bundle and couldn't download their game because the eshop was crashing like mad.
2)They had recently implemented the NID system, which not a lot of people bothered with, and then everyone went to the eshop like a retard only to be stopped by the need to create an account. Since you can create if from your console many people tried doing so and put unnecesary stress to the servers.
3)It was free. No matter how poor, stingy or anti-capitalism, whatever you were, you could download it and use it. Nowadays since it requires you already have an active pass the userbase is a lot smaller I bet.
4) Hype. Hacking the 3DS back then was barely in it's awakening state so we didn't know how the rest of the pokémon looked like aside from the occasional encounter in the Maison. You know, first time seeing your bros in 3D in a main game was pretty hype.
tldr;Different conditions from the first Bank release, so server death and subsequent delay isn't as likely as back then.
