It has spots where its eyes would be, but I think it has a dex entry that says its eyes have actuall dissolved or something.

If they do have eyes, then they're non-functional because they're still completely blind. As stated in nearly all of its Pokedex entries, the red marks on Deino's body are injuries sustained from running into shit blindly. Hell, given its "kill everything that moves" MO, Hydreigon's visual capacity may only be limited to detecting motion.

Hydreigon has the hardest life of any Pokemon.

That doesn't sound like a problem that can be fixed with a proper haircut. Its eyes are probably undeveloped and useless like a Sliggoo's.

Nope. Use Klinklang in Amie/Refresh. Never blinks or anything. Also doesn't use its "mouths" and instead mashes poffins/beans between its gears.
