The alien dude uses the same overworld model as all the Mr. Bondings. I think when he talks about those "star pulses" that he, "entrusted to a group of wonderful men," he's talking about O-powers.

No. This guy gave his powers to the men in Hoenn 30 years ago and they combined them into one when giving it to the person who became Mr. Bonding.

So, let me get this straight.
