No. PWT is noncanon outside of the literally who Driftveil Tournament. Nate/Rosa are without a doubt some of the weakest protagonists.

I really wish they made the story legendaries feel actually boos like. Give them better AI and moves, maybe make their health much higher than normal or something.

No shit, they come earlier in the story than N and Ghetsis did before. I mean N was literally the champion and Ghetsis was the final boss while in BW2 this shit occurs before the E4.
But we're solely in terms of story and lore rather than mechanically like you are.
