And even then, Arcanine has just moderate stats, not low but not stellar, is a jack of all trades, is directly weaker in every sense than Salamence, so a single move shouldn't have that impact on the game.

Having intimidate, no weaknesses, and access to WoW, and extreme speed gives him a lot more utility than Salamence. You can't really compare the two as they do different things

They realized the powercreep which is why most Alolan Pokemon are trash because somehow a hop down will solve it and not staying plateaued while buffing the older shitmons to match powercreep, however they still fucked up hard on the UBs because they thought gross min-maxing would give them Achilles heels
