It doesn't always send Charizard as his last Pokémon, the AI sends any Pokémon that could have a good match up against anything you have on field.

Of course if you play on shift that is pointless since you'll send a counter anyway.

Charizard rolls the game from gym 3 onward. The hard part is the hump to get to badge three.
Metal Claw made the first part of that hump irrelevant, leaving only Misty as a detriment to 'Zard.
