Shininess in G1->G7 is based on DVs (the IV equivalent).

A pokemon is shiny post-transfer if it has 10 ATK DVs, 10 SPC DVs, 10 SPE DVs, and 2,3,6,7,10,11,14,15 DEF DVs.

The legit mew has perfect 15/15/15/15 DVs.

It can thus never be shiny.

That one can be shiny. However there's only a couple "perfect IV" shinies that can come from Emerald's Mew due to how the frames and RNG work. One of which is Timid, though.

How do you get the Mewnium-Z?

If the answer to the first question is no, why did they even fucking make Mewnium-Z in the first place? Is there going to be an event or what?

Legit Mew in Gen 7 can only be gotten by transferring up from the previous giveaways, or obtained from the more current Japanese/UK serial code events.

Mewnium-Z is gotten as a gift for going into Bank.
