Offensively they were good against 5 types, three of which were key coverage points: Normal, Steel, and Dark.
This is compensated for by the fact that it's resisted by four types and does no damage against another. Of these offensive disadvantages, Psychic, Flying, and Ghost were pretty commonly used.
Defensively, fighters had two weaknesses and three resistances. Psychic and Flying are very common offensive types and the only key resistance fighting had was dark.
Based on all of this, they're actually pretty balanced offensively and actually pretty crap defensively.
However fighting was still seen very often, and they were generally better than a lot of their competition. I blame this on their movepools
Most fighting moves have poor distribution, the only usable fighting moves with good distribution to non-fighters I can think of are brick break and focus miss.
A lot of fighting 'mons have good coverage in their movepools such as elemental punches and kicks.
tl;dr: I think fighting types needed a nerf, but not by adding another weakness. Hell they'd probably be just fine if Fairy simply resisted fighting
