A joke based on its Japanese name that didn't survive translation. Oranguru's Japanese name is Yareyutan, which basically means "Do it-utan", referencing Instruct. In Japanese, he'd just be saying his name like a lot of other Pokemon, but the English version of SM had a lot of weird Pokemon speaking moments, like "Lies!" and "Me curse you".
