Customization isn't available from the start. You're going to be playing as the default character for some time, at least, so it would make sense to make them good looking, rather than boring. Either way, if they're going to be designing so many other characters, two more aren't going to increase the work by much.
I can understand why someone would think this way, but this reasoning just doesn't sit well with me. Probably because I like their designs, so they don't seem like blank states to me.
