Both Kira and the target remember the rewind, however it is jarring for the target.
Bites the Dust can be ended at any time, however Killer Queen is fully automatic for the duration, and cannot be controlled.

Teleport all targets to what would be their logical position after the chosen amount of time.
Teleport Diavolo to wherever he wants, limited to places he could have traveled to within the chosen amount of time.
