Evolutions, by defintion, tend to introduce a new concept to a given line. Megas simply take an existing design and make it more convoluted.
For instance, look at the difference between lairon/aggron (quadruped to biped, his plating changes shape and grows spikes) and aggron/M-aggron (same stance, same placement of all design elements, his head spike goes up instead of down).
A mega is like a pokemon ramped up to 11, which works very well here considering its ability but I wouldn't call it an evolution.
