Mission #2 failed because of how retarded Island Scan is and only allows 2 Pokemon per day as long as you were using the special QR codes. ~35,700 people would've had to participate every single day in order to reach 1,000,000.
Mission #3 however, doesn't have any kind of hinderance aside from maybe people wasting time trying to get things that are already traded and the goal is very realistic as far as GTS standards are
