"chance" is exactly why pokemon is a shit ""competitive"" game, there's too much RNG involved for it to be taken seriously and it's something no smogon, vgc or whatever can fix unless they make a brand new game; adding evasion moves only skyrockets the chances that you'll lose the game not because opponent outplayed you but because RNG smiled at them and not at you
and then you're wasting a moveslot to decrease their evasiveness or using a shit BP move to disregard it, so opponent is still doing just fine while you're left spamming odor sleught
