Notice how when the weather-setting abilities started appearing in gen V and up how they were given mostly to Pokemon who were not very strong. Politoed, Ninetales, Abomasnow and now Torkoal and Pelipper.
I'd say Tyranitar and Hippowdon were the strongest on-their-own weather setters originally, but Sandstorm is more defensive than offensive, (excluding the terrifying Sand Rush Excadrill.)
Giving these kind of powerful match-altering abilities to weaker Pokemon made sense design-wise, it increased the viability of sub-par Pokemon leading to more diversity. Giving an auto-set ability to something already absurdly powerful like Garchomp would just narrow the competitive pool even further.
Which is exactly what happened with the Tapus. Now we have 4 Pokemon with great stats, half Fairy typing and S-tier signature abilities. If you want to play OU, you're now pigeonholed into always having at least one Tapu on your team, as it's either that or auto-lose the terrain war which puts you at a massive disadvantage.
I suspect there will be a "Cloud Nine/Airlock" for terrains in gen VIII, and/or terrains will be nerfed to only boost the type-damage by 1.2-1.3x. What sucks is that terrains are still a cool element for Pokemon besides the Tapus, but it has to be nerfed to nerf the Tapus, which then nerfs the terrain for everyone else, including Pokemon that could have really used it.
