Gen I and II are solid mid-tier. A lot of their designs are simple enough to be repeatable, which is part of why they show up in so many games. The regions are straightforward, yes, but also aren't bloated with random extra crap.
Yes, later additions have been good. I'm not claiming that I and II are the best--they're not. But to say that their monster designs and regional themes are the worst is ridiculous.
