Pretty sure it is the reason.

They are literally just colour palettes with slight adjustments, so they decided they could fix that whilst also making it a gimmick for the second version.

I believe Gen 5 is also when Rotom's formes got type changes.

Just give them a +20 HP boost, Recover and a 80BP, 100Acc STAB.
Registeel gets the defensive equivalent of Download as an ability + Bullet Punch; Regirock gets Sand Stream + Accelerock; Registeel gets Snow Warning + Icicle Spear

What he means is they become Electric/Grass, Electric/Water, etc. instead of just being Electric/Ghost like they were in Platinum.
