It's used the same way in teambuilding as Heatran is, you basically have to go out of your way to make a team shit enough that it becomes a shitmon.

Some shithead on the Gamefreak team actually thought it a good idea to make a Pokemon with a offense stat and coverage so high it puts even the best cover box legendaries to shame and give it far higher speed than almost any of them have and class it as a regular legal Pokemon. Oh and lets it give it a ability that just boosts it's offense on top of that.
Then throw it into a meta with possibly the highest concentration of slow shitmons we have ever seen in a single Gen.
So using Arcanine becomes less of a case of 'oh it happens to check Kartana, how useful' and more of a 'run Arcanine if you don't want to get swept every game by Kartana'.
But yeah, it's pretty ridiculously good in VGC.
