Pokémon are only banned to Ubers if they are imbalanced in OU.

But OU is balanced around legendaries. Landorus-T, Celesteela, Pheromosa, Tapu Koko, Tapu Lele, Heatran, Magearna, Tapu Bulu, Tapu Fini, Zygarde. These are the Pokémon against which a Pokémon must be imbalanced to be banned to Ubers.

What gets the requisite usage in OU or not depends entirely on the baseline.

Maybe you don't get it.

OU itself has nothing to do with usage.

What is blatantly broken is quick-banned (e.g. Xerneas).

What is less clearly broken can be suspect tested once it has S-rank viability in the viability thread.

Then the ladder freezes, an OU suspect ladder is put in place with the ban instituted, and the Suspect test players with high enough COIL get to vote whether to keep the ban in place for the regular OU ladder.

Usage doesn't factor into any of that. Usage only matters for lower tiers. Anything with > 3.41% usage in OU is automatically banned in all lower tiers.

Please learn.

Actually Landorus T is either a 1 time check to physical wincons or a surprise wallbreaker/wincon against slower teams or teams that let it do a "double dance" and get outspeed.

Fini is a good Defogger with support perks that rains on Draco Meteor parade and isn't particularly weak to trapping.

Magearna is solid, the other 3 Tapus are good at being offensive, Heatran has a cool typing and good offensive synergy.

Neither of them is broken in a vacuum.

Z powers only legitimately buffed Landorus T to bitch the fuck out of some answers like skarmory and Tangrowth or where a neat upgrade to Bloom Doom Heatran not having to worry about knock off chip damage.

Can't argue there, but I can just point the fingers on Lele when there are still two big badguys that can poof out at least one Pokémon out of your opponent team existence.

Lele is more splashable and has similar(albeit better resistances) switch in opportunities to Hoopa-u, so yes Lele does edge out of the Fuck balance Trio.

Smogon's most common response to that is that "literally overused =/= broken".

It's not new, people were calling for a blissey ban in gen3 for the same reason, it didn't happen, obviously, blissey was overused because it blanket checked half the damage spectrum but it wasn't irremplacable or difficult to muscle through, just like gen6 Lando did.

Now, whether the added versatility of Z-moves breaks the comparaison between the two is the real question, IMO.

It can't set up effortlessly on a lot of the tier. Things it used to wall blast through with Z-moves, it can't sweep with Swords Dance and Bullet Punch because Lele is everywhere, tons of people use Magnezone to trap steels and it gets hit bad by that.
