They're all obtained pretty late in BW so the levels to evolve them isn't that far away. Volcarona even is an endgame encounter.

The issue is if you want to breed or put them in earlier in future releases

You are. Deino is obtained late game, so it doesn't take that long to evolve. Larvesta is different, though if you don't want to bother raising it, you can catch Volcarona end game as well (or fairly early in BW2)
Besides, what's wrong with using unevolved Pokemon?

So who approved their evolution requirements?

It's not like these pokemon when they finally evolve are far and beyond better than everyone else.They're good, but not Uber tier, which they should have been with their ridiculous requirements

and then that shitty fangame Uranimum manages to outdo this shit and make pokemon that evolve at level SEVENTY TWO
