Weakness to Steel is pointless, tho is not its worst problem since Steel is not that usable for offensive, but can be easily removed. Weakness to Rock can be removed, make it resist to Water, Grass and Fairy. Creating a pseudo Ice with high sp atk and higher speed than Garchomp sounds good too.

That's actually a good idea.
Though I'd make it neutral to Fighting instead of Rock.

Yeah, it'll still get fucked by SR, but that's something it's just gonna need to live with imo.
