it only works if the item/move/stone/crystal is proportionate and boost in relattion to the pokemon's existing power.

Give Ledian whatever that makes it able to compete with say Lucario.
Its alot easier said than done, and it's mainly a time/thought/effort thing, and I just dont think GF has the competence
