Jolly, you need all the speed you can get. Strong STAB helps on the attacking half. Consider running both Stone Edge and Rock Wrecker, that was a suggestion on Smogon back in early gen V, and it's not actually that bad. X-Scissor for alt STAB obv.

Psychic Terrain only affects Grounded Pokemon, AKA those who aren't Flying, have Levitate or under the effects of an Air Balloon or a move like Telekinesis or Magnet Rise.

It still affects No Guard but the drawback of No Guard is that attacks used against won't also miss. Like OHKO moves will always hit you if you have No Guard.
Keen eye is shit ability though even with the tiny buff.

Both are good, it depends on whether you want more attack or speed

I say Reckless because boosting your special attack is useless

BUT, not being part ground makes Lightning Rod more useful

Golem is a slow piece of shit but with rock polish and EV investments he can be a threat

I don't think Hariyama has those options
