If he saw Guardian of Alola (the only time AFAIK Fini is seen with a closed shell) I would imagine he would've said something about the giant fucking golem thing. And if he saw Fini with an open shell, I imagine he would've called it a mermaid. However, if ge never saw Wishiwashi disperse, it's understandable that he wouldn't have realized it's meant to be a school of fish (since the Totem battle skips the Schooling activation animation).
