Give it an ability that changes the weather depending on the moves it uses.
For example: If you're using a fire type moves the weather becomes sunny before it uses the move.

It didn't happen in gen 3 for a reason
It hasn't gotten it by now for a reason
Sand, while treated as weather in the game, isn't comparable to sunshine, rain and hail.
No cloud, no form.

It gets 5 megas, each one is dependent on the weather when it mega evolves and has an ability that brings out extreme weather (e.g. If it mega evolves in sunlight it turns into the fire mega with Desolate Land as its ability.)

Give Forecast like a pseudo auto weather ability; it sets up whatever weather works with weather rock it's holding (ie. pseudo-Sandstream while holding a Smooth Rock)
It also gains a Rock form when in Sandstorm
