Loaded with shit like ingrain, defense boosting, fastmons, and magic bounce, phazing and taunting became a nonanswer sans haze and dragon tail. Then, gen 6 comes along with sylveon. Now, the only garunteed answer to full baton pass that wasn't critical hits was haze, as sylveon could easily pass in and out around dragon tails as needed. So, to restrict baton pass from becoming the easy pickup and win dominator, it was restricted down to three users. Then, the smogon user who had been pushing baton pass to its limits and mostly responsible for its restrictions, DENIS, made a new core utilizing deoxys speed, scolipede, and espeon with fairies backing it up. This one yet again pushed the metagame to its limit, with deoxys-speed ruining any offensive attempt to kill the core with its screens, and stopping phazers from doing their job with a double taunt combo and espeon. Dragon tail was more effective against this team, but it still had clefable, which kills most users of dragon tail AND was a great recipient of the passing with stored power, moonblast and recovery, as well as magic guard. Finally, baton pass was limited AGAIN, banning the passing of more than one stat. The tiering counsel responsible for the ban figured that would be enough. Yet AGAIN, people came along, abusing singular things in low tiers like speed passing to nidoqueen or nasty plot passing to an agility feraligatr that again proved to be capable of easily sweeping most teams, and with their defensive backbones could overpower/trap most phazers and get rid of them before winning. Finally, UU had enough, and banned baton pass completely. ubers and AG still have mostly unrestricted passing due to the natures of them as tiers, and RU + below still allows single stat passing. This is where we are now.
