You act as if you can just send in another pokemon to kill dugtrio and keep winning. Once you lose the very specific mon dugtrio was sent out to eliminate, the stall team doesn't have to worry since you lack the tools to get around it. You could still win through luck, but your odds are greatly lowered.
furthermore, this discussion started because you said "SR is actually centralizing", we can apply the same logic here, if your volcarona just got fucked by SR why not send out a tyranitar who doesn't care about those rocks? what makes SR unhealthy when its so easy to take care of, but something as centralizing as dugtrio is alright?
And you can fuck off with that last bit too, do you just want stall and no other play styles? if Smogon bans things to help stall not become irrelevant, it's only fair they do the same for HO and other strategies.
