First of all, from a balance standpoint, being half-rock is a really shitty combo for a lot of types.
Secondly, from a design perspective, what the fuck makes all of them part rock? Yes, the Fossil itself has all/almost all of the organic material replaced by minerals, so it is effectively a stone. But Fossil Pokemon take the DNA from the fossil and turn it into a Pokemon genetically identical to it's form at the time. This process would "de-mineralize" the Pokemon, thus it would not necessarily be Rock type.
The Fossil conversion process is super vague and not explained in game. If the Rock typing is due to the Pokemon being revitalized from Fossils, that inherently implies that their original formes would not have a Rock typing. But then what about mono-rocks like Cranidos? And while I can see Cranidos being Rock type, but what about Lileep or Amaura- they have no business being Rock. And then Anorith/Kabuto/Omastar, are Rock because of a hard shell? The shell could also be steel type, or nothing, as other marine pokemon with shells have shown having a shell does not inherently dispose to being a Rock type. Cloyster has Ice just tacked on for some fuckin reason without explanation.
Aerodactyl? It's just a cartoonish pterodactyl it has no rock-resemblance at all. At least the Mega forme tied in the Rock into it's design.
And finally, from a potential/creativity standpoint, forcing all Fossil Pokemon to be half-rock really limits their creative scope. They could go so much further with so much cooler shit if they weren't always being forced to harken back to the "part rock" aspect just because of the stupid precedent.
The whole fossil-rock pigeonhole really rumbles by jumbles.
