Obtain a poliwhirl, and then use a water stone on it. You then place Poliwrath in the upper left position of your party and then either walk in talk grass, walk in a cave, surf, fish, or engage in a trainer battle. If you followed my instructions exactly, you should have Poliwrath on your side of the battlefield and you can choose to fight with it.
