>>31778663Thematically, Heatran doesn't really qualify as a legendary by any definition; it's not supposed to be a one-of-a-kind, and the Pokédex even says they live in colonies. It just happens to be one per game, be unbreedable, and has high stats, so it's a legendary mechanically.
Although the depiction of all legendaries in both the game and anime is inconsistent and vague (perhaps intentionally) on whether they actually are super-powerful, unique demigods, or just some powerful and rare Pokémon that the local people have attached superstitious beliefs to.
