This guy is so OP when you get Evolite and the Payback TM. Its so slow, Payback for a good majority of opponents would end being 100 BP STAB move with zero drawbacks. The best part is that it makes use of Poison Touch as well. I wonder if it would be slow enough to still make use it when it evolves though.
