They have a vague idea of how things work competitively, and I'm sure some of their designers are vary involved in that, but their line of thought is clearly at the level of "Chansey is good, people use Chansey, let's give it stats like Chansey. It's bulky and fat. That works. Also Dragon is a great typing, so that'll be good. We'll give it a tonne of coverage too, so it's truly fearsome. Might be a bit too strong though, let's give it a 4x weakness so it's not overcentralising" rather than a full Smogon analysis.
